Is there an Emulator so that I can run android apps to see how they work and is that even possible?

Basically there's a couple programs I wanna see for the phone but being that I don't have the phone yet I wanted to check out the programs for now

Yup.  Been talked about before.

There's one in the developer's kit (SDK) from google's android website.

That's beyond me, I'm afraid.  I never played with the emulator much after the 10 minute load time  ;)

you can only run .apk apps downloaded from the internet. you CAN NOT run apps from the marketplace unless they're up for download as an apk somewhere else

That I don't know.  I would look for you, but I'm tired tonight.  Read through the emulator guide and see if you can find it.  There's a lot of great info here as well.
