Hello there, this is my first time posting here.

I've been with T-Mobile since 10/17/03.  I have four lines right now.  I had 5 until last year when my wife switched to AT&T because she wanted an iPhone 4.

Out of four lines, my mother-in-law was using one.  She migrated back home (Philippines) about three weeks ago.  I want to be able to cancel that line (in contract till Oct 2013) for obvious reasons, no one's using it and it's costing me $5 a month.

Is there any way I can avoid paying the $200 ETF?

Try to use the cap they are putting on data roaming as an excuse to cancel without ETF.  You can read about it here:

There has to be specific notes in the account that shows the customer had exceeded the roaming data allowance and then they are able to cancel without ETF.
Just because I don't give you credits, does not mean you did not receive exceptional customer service...

Not according to the terms and conditions. 

(B) WE MATERIALLY DECREASE THE SERVICE ALLOTMENTS WE AGREED TO PROVIDE TO YOU FOR YOUR MONTHLY RECURRING CHARGE;

They can not deny that they are decreasing the allotments of data roaming.  There's nothing in the T&C that mentions this is related to a customers usage.  If they decrease the allotments, they owe you an out.
