Customer Service / Number Change Fee

I moved approx 3 months and didn't really think nothing about it till I my new bank stated that they called my phone and it wouldnt go through. Now I am still in the same area code however I am in a different calling area. So I went online and started a chat with customer service. They then informed me that it would be a 15 dollars to change my number. Now I have had the same number with t-mobile for 4 years. Why am I being charged to change my number. If there anyway to get around this. I have been really unhappy with t-mobile over the past few months. They refuse to upgrade our network here and we are on Edge or G. I personally would like to leave the company and switch to a different network since Verizon, Att, and Sprint all have 4g in this area. My wife is wanting to keep the service since we are under contract. Please help me with this issue.
