Yeah it's the same for me and many others. Tomorrowland has no/poor data, but full bars. ToonTown, Small World, and Critter Country have data. So whenever you are in those areas, refresh there. They are the closest to the edges of the park and therefore the towers. I never tried it, but the Train might have a great signal since its up on the berm and is as close to the park boundaries as possible. Fact is is that Disney doesn't need the income from allowing cell sites in the park and then deal with issues down the road if they need to move it or the connecting lines underground for a new ride.

I just set it to 2G or airplane while walking and try where I know its good
