T-Mobile Services / time frame on 1900MHz refarming?

Anybody out there have info on a time frame for t mobile to complete their implementation of HSPA+ on 1900MHz? Specifically, I am interested in Houston, TX.
I understand LTE won't start rolling out until 2013, but obviously t mobile will have to have the whole nation off of 1700MHz HSPA+ before they even begin the LTE rollout.
I'm interested in getting an unlocked lumia 800 with hopes of getting HSPA+ service in Houston on T Mobile.
