I've noticed too that UPS has lessened it's delivery standards. Before it was always a note left if no one was available to sign, you'd find it on your door or mailbox. If it was a low cost package, it was left with a neighbor and that was noted on the slip. Now though it's become just leave it regardless of size and/or cost. My front porch has potted plants, so it covers the packages to an extent but only from one side and to a certain height. My 24" LCD was going to just be left on the porch if I hadn't seen the truck drive up, the driver was walking off when I opened the door.
The original UPS driver that covered my area was really good (he was delivering well before the drivers strike), we'd usually just leave him a note saying to deliver to the side patio and leave the package there. It got to the point where he just said not to do it in case someone else read the note and he always delivered to there until they moved him. The current driver/drivers have been spotty, some are pretty good and others, as mentioned above, are pretty bad.
I don't know if on time delivery statistics are more important to the company or if it's just cheaper to pay out claims and risk more package theft. They were involved in a pretty nasty insurance fraud case a few years back where drivers were reporting packages stolen or missing when they themselves were the ones taking them. Granted they are still pretty quick and on time (I haven't yet had a package stolen or lost with UPS), I really do prefer FedEx when I can choose them though.
